绝对Who is啊。WHO不是第三人称单数吗，为什么要用WHO ARE? 这里的BE应该不受原句的影响，而应该由WHO决定啊。
就像如果是My parents like watching TV.如果提问难道就应该用Who like了？不科学啊！
