is看作整体，are看作分散的两个部分，二者都可以，要看说话者怎么看等这双鞋。

只能使用is，因为此刻的计量单位是“pair”,为单数。这种在英语里很常见，如：That is a pair of jeans.(那是一条牛仔裤)/ They are my jeans.(那是我的牛仔裤)
