表示方位“在报纸/纸上”当然是用on了，on the paper, there's a ..., etc.
表示报纸上的内容，一般用in the newspaper. I read sth about it in the newspaper.
有时候，会发现有on the newspaper 的说法，那要看看前后是否有别的词语关联着，比如on the newspaper's website. 或者on和 newspaper是分开的，on表示别的什么意思。这里是有道词典的几个例词：
stand on the newspaper 空中拦截； been on the newspaper 上过报纸 ；comments on the newspaper 评论报纸。
